A Street and Alley committee meeting of the village of Arthur, IL, was held on Wednesday, October 7, 2009. Chairman Darrell Duzan called the meeting to order at 6:50pm.
Roll call was answered by Committee Members Darrell Duzan and Karen Good. Village employees Storm Smith and Jim Watkins were also present.
D. Duzan reviewed the changes to the Street and Alley job descriptions. Each employee's performance will be rated using a numbering system. Eventually, these ratings will be used to determine pay increases.
With the reduction in manpower in the department, D. Duzan asked for a list, organized by season, with tasks that can no longer be completed, project costs for preventative maintenance, and a list of daily duties for the job descriptions. He asked for these lists by October 16.
A list of next year's priorities was started including the Palmer Street Bridge, grinding streets / intersections, Vine Street, and the Poplar and Park intersection.
J. Watkins stated Earl Walker Co. suggested grinding a larger area, preferably a several blocks, to lower the price per square yard. There was discussion about the work that could be involved in fixing the Poplar and Park Streets intersection.
Overtime and comp time was discussed. J. Watkins and S. Smith explained how they currently keep track of their comp time.
D. Duzan stated lawn waste pick up should be once per month.
A couple of options to consider are to ask the Amish community to bag the horses and change horseshoes from steel to a rubber composite. The Amish community was open to paying for licenses to some townships when requested.
Chairman Duzan adjourned the meeting at 7:52pm.
